User getting SSL connection error when connecting to hotspot

We have a wifi hotspot that requires users to accept the Terms and Conditions and users on Android devices are getting the following error.

SSL connection error. Unable to make a secure connection to the server. This may be a problem with the server, or it may be requiring a client authentication certificate that you don't have.

Also users with Apple devices get the following: Unable to join network "Hotspot Name". If the users forgets the network one or more times they can eventually get to the T and C page and click the accept button and get access to the Internet. Does anyone know of any settings on the WLC that can prevent this from happening? What I have found is that is seems to be an browser extensions settings or something along those lines, at least with Chrome. Usually once the users are finally able to get to the T and C page and accept they are good unless it is a couple of weeks later before the attempt to connect to the hotspot again. This is becoming a constant issue as we have several users that come thru the facilities on a regular basis. Any insight that can be provided is much appreciated.
