I am configuring an Aironet 1130AG access point. I can connect to it if no security (WAP) is configured on the AP. When I add the WAP PSK it can't receive a DHCP address. I am attaching to the AP using Windows XP from a Dell notebook with an onboard wireless card.

The DHCP in case of Aironet 1130 is limited to one access point type per DHCP pool. You must configure a separate DHCP pool for each access point type. Following links may help you

The problem was with the Symantec End Point Security antivirus software. It has a driver called teefer2 that it installs in the workstation TCP/IP connections. The teefer2 driver won't allow the Windows XP Professional workstation to receive a DHCP address if WPA2-PSK is configured on the access point. This not a Cisco problem, because the same thing occurs when trying to connect to my DLink router at home. Uncheck the teefer2 drive and the computer will receive a DHCP address. This is not an issue with Microsoft Vista.
