What is the exact model of the AP?

That is older code. What APs are you try to join.
APs find the controller a few different ways ...

Hy John, I got the same problem on my network.... The reason for me were 2 steps.... Safe config (switch to the 2 WLC unit running in sso) and then the DHCP server which I was running previously on my sophos utm firewall. I've switched the DHCP server with the options from the firewall to my windows dhcp server. And within some seconds all unjoined aps joint the WLC....
