Hi. I can't recall if I need to (or can) configure an AP as the Local RADIUS Server for WDS when using WPA-Pre Shared Key in order to have fast roaming. It seems pretty quick but wondering the "correct" way.

The secure fast roaming only works with LEAP and EAP-FAST (you can use the local RADIUS or a dedicated system).
With WDS, the WDS server device acts as a RADIUS proxy, hashing & cacheing the requests directed through it.
When a client roams, the WDS server device forwards the hashed credentials to the new AP ... which permits much faster authentication (seamless roaming).
WPA-PSK does not use RADIUS, so there is nothing for the WDS to hash, cache or proxy.
You do not need, and will not use, RADIUS with WPA-PSK (WPA & EAP ... then you need at least a RADIUS box).
Good Luck
