Why can't I login into my WAP4400N, yet I can access my neighbor's?

I tried:

• disabling all firewalls,
• connecting directly via a cable both from a MAC and a PC,
• using 192.168.1.245 and the static IPs shown to be assigned to the device,
• rebooting it with a 10 second reset as well as a hard reboot with 20 seconds powered down.

Any suggestions are appreciated, especially since I had a security breach last week and I need to reset the SSID and other parameters.
