How about other users on same WAP or same SSID?

for most part it means wireless is connected but internet is not reachable because of DNS or some other reason.
are you able to ping gateway or any internet url

Assuming the client you are referring is Windows, you can check the below;
- CMD - netsh wlan show interface - This will confirm whether the client is connected to Wi-Fi
- CMD - ipconfig - This is to confirm that the client has a valid IP from DHCP server.
- CMD - trace, nslookup and ping the gateways and public domains/IP. This to make sure that the upstream firewalls are not creating any issue
Check the above then start your troubleshooting. If you need more advice you need to provide more info in the issue you are having. Provided issue is very generic, thus share more insights in to the issue you are facing.
