We are trying to share a printer for use by iPad users. The printer is directly connected to a Mac running Printopia. Both the Mac and all of the iPads are connected to the same WLAN. It's working fine at one location, but not at all at another location (iPads cannot see the printer). The location it works at has standalone APs (mostly 1131AGs). The site it does not work at has lightweight APs (4402 WLC running 6.0.199.4, also with 1131AGs). The controller has multicast enabled, has multicast mode set to 'multicast', and has a multicast address set to 239.21.0.1 (I've also tried 224.0.0.1). The Mac and iPads all have normal connectivity. What might the problem be?

What's the difference of your network setup at working location & notworking location ?
Also never use 224.x.x.x for multicast group addresses when configuring multicast on WLC. These group addresses are reserved for "link local multicast"

It's pretty similar... same AP model, same SSID, same settings, it's just lightweight APs and a controller at the location where it's not working. Also, I had 224.0.0.1 in there originally, but 239.21.0.1 is what I'm using now (no change).

What you are saying is, it is autonomous AP (no WLC involved) at working location, & WLC & Lightweight AP involved in not working location. From operation point of view there are many differences & that's why multicast does not work as you expect.
See whether you have follow all the steps to configure multicast on WLC. This post may help you
http://mrncciew.com/2012/11/17/configuring-multicast-on-wlc/
Enable IGMP snooping (as shown in the above post) & see whether it makea a differece.
PS: If this using mDNS (Apple Bonjour service) for service advertisement, then you cannot do this with 44xx controller as you required 7.3 or 7.4 software to enable that service on your WLC.
