The 4400 controllers don't have a sync between the two controllers. The AP's joined to one controller is managed by that controller only and doesn't sync to a backup. If an AP fails to the backup, then the AP gets its configuration from that controller not the previous. In an N+1 design, both controllers need to have the same configuration except for hostname, IP address, and multicast address.

Host name and IP address need to be different between the two controllers. How it works with one controller and not the other can be that the other is not configured right or maybe it's not functioning properly anymore.
