Have you done initial configurations ? If not what configurations you have done.

On that one, all LED or off except the Power Button
This means the unit is powered OFF.
What color is the power button LED? Orange?

Power Led is green

Console into the unit and power cycle the box and see if you see output.

Once is SSO, you will not be able to ping the backup unit. If the 5520's are not in SSO then each should have almost the same configuration except for hostname and any ip defined on the interface except for the VIP.
Post your show interface summary and show redundancy summary

Well everything is working fine. Since you have SSO enabled, you only can ping the primary management ip. The backup is in a standby state until the primary unit fails. When this happens, the backup unit becomes the primary and takes over the IP and mac of the primary that went down.

Does it explain no Green LED?

Power off the primary and see if the LED's change. As far as functionality, SSO is enabled and the backup of working. Power off the primary and test.

Maybe this will help explain things... when you enable SSO and the two units sync, the backup controller no longer has the IP address you have initially setup for that device. The unit now has limited function until the primary fails or you force a failover.
