WLC 9800 Issues

We have got the WLC9800 controller and the cisco 9115ax-e AP. Im having issues connecting the AP to the controller. I have manually configured static controller address on the AP but it doesnt seem to connect. It sends out the discovery packet but doesnt get a response from the 9800 controller. Any ideas as i may have missed something in the config.

What firmware is the WLC running on? 
Is the AP loaded with CAPWAP or ME firmware?

The WLC is running on 16.12.4a

The AP firmware is 8.10.130.0 and has the capwap firmware

Make sure AP and WLC is reachable, NTP is updated in WLC and if required use option 43 to advertise towards AP.

Have you configured the WLC management interface correctly? Remember in 9800 you can have only wireless management interface.

Whats the controller model? If it is 9800-CL  a certificate is needed for the AP to join the virtual 9800-CL. You can use the below command to generate the certificate 

wireless config vwlc-ssc key-size 2048 signature-algo sha256 password 0 12345
