WLC 5500 canr detect LAP1040 either in the same vlan or on different vlan . i attached the scenario and configuration on the file .

Is the time setup properly on the WLC? As long as that is set and the country code matches between the AP and WLC the AP should join.
Can you post the output from the console of the AP after you power cycle the AP.

first i didn't make any configuration on LAP to make it match country code i configured in controller . i just setup the time on controller and condry code and no configuration on LAP .

You will not be able to change the country code on the AP as it is manufactured that way. The only way is the way you did it, on the WLC. So you did get it working?
One thing to note is if you have multiple country codes configured on the WLC, you need to look at this link created by Steve R. The WLC will use the most common settings for each of the countries specified for channel and power.

when i connect console to LAP there is no any output from console , i think because it make restart every time

AP1040 is supported from WLC firmware 7.0.98.0.
You need to upgrade the firmware of your WLC.

There is always output from the AP... You should see it booting. Make sure you have your serial port setup for 9600, 8, none, 1, no flow control.
