We are testing the WLC 8.3 HA AP SSO switch over with command redundancy force-switchover . Failover happening from Primary to secondary active. although it reboots the primary !. is it expected ?. we are looking for fail over without rebooting the server

- Yeah , I always found this one confusing too as it 'only' reboots the active WLC perhaps it could have been given some better command-name.

Yes its normal...
once you use redundancy force-switchover command on the Active WLC. This command will trigger a manual switchover where the Active WLC will reboot and the Standby WLC will take over the network.

is there any method to switch over to standby without reboot of the active one ?.

- I don't think so , the question is less-relevant ; if you want a real failover; the momentariliy-post-condition of the 'previous partner' is less relevant.

shutdown the LAN port where active WLC is connected.!!!! (Just an idea)

- Personally I , wouldn't recommend such actions, because the HA going over other vlan, or network ; you may end up in split-brain conditions.
