WLSE Template - Value for help root URL?

In the template if you enable Allow Web-based Configuration Management, you can't leave the page without filling in the Default Help Root URL.

The only place the URL seems to be defined is in an AP that had HTTP enabled with its local GUI.

Is there another place to get the URL, or do we have to

local-GUI config an AP so we can get the string for each new version?

I think the only way to do this currenlty is to do a local-GUI config an AP so we can get the string for each new version.
