for each Card of A9K and A99 we have these two license:

A9K-800G-AIP-SE: Advanced IP license to turn on full-scale VRF instances per service edge optimized 8-port 100GE line card

A9K-800G-IVRF : Infrastructure VRF license to activate up to 8 VRF instances per 8-port 100GE line card

From descriptions I understood with the first one We can configure more than 8 VRF on the card while with first one we can configure up to 8xVRF. 

Can we ignore the first one and use the second one?

That is correct, iVRF is for upto 8 VRFs as AIP is when you have more than 8 VRFs.

As I asked in another post If we get AIP then do we need IVRF to be purchased? or we can ignore it and go directly to superior license.

You only use 1 license, iVRF or AIP, not both for a LC.
