Hello Community.
We have a ASR 9010 Chassis with IOS XR 7.11.2. Our RP is A9K-RSP5-TR.
Our problem is linecards. We have two sets of LCs. A9K-4X100GE-TR and A9K-24X10GE-1G-TR. When we insert linecard in any slots, it will go to below state.

Now according to this link, I connected to console of my linecard and it was in boot loop. It waited in state of (Start PXE over IPv4, Press [ESC] to EXIT...) and after 5 retries and timeouts, It rebooted. I could break the boot at start and boot with previously installed ios in linecard but then my RP would force it to restart due to version mismatch.
It worth mentioning that sometimes (Very rare) it gets IP from PXE but after long time of baking (maybe 1 hour) it only recognize one of 100G ports.
Now I don't know where should I troubleshoot. Is it my linecard problem or my RP problem? If it is LC problem how all of my linecards have this exact problem? We tried different versions of IOS XR on our RP with no success.
Any help would be greatly appreciated.
