IPv4 CGN implementation on ASR9k requires a A9K-VSM-500 line card. If you are looking for a NAT implementation that does not require a VSM, you can consider MAP-T or MAP-E. Exception packets would be dropped without a VSM. Please take a more recent EMR release instead of 5.1.2. Our suggestion is explained here: https://community.cisco.com/t5/service-providers-documents/ios-xr-release-strategy-and-deployment-recommendation/ta-p/3165422.
