License usage for Webex participants

What is the criteria for Webex license utilisation for participants joining Webex meeting or Webex Events? If one user joins the meeting with multiple devices, only one license is used but what factor of the user is considered for license utilisation?

AFAIK, When participants join with two different devices, it gone effect the capacity of the meeting and not the License.  assume, your meeting capacity is 4 and if a participants join with two devices, another two more  participants can join the meeting.

There is a feature request to consider it as a single attendee with Future consideration
