Unfortunately there is no Germany dial plan as Germany uses non-predictable variable-length dial plans. The workaround will be to have a route pattern per country/area code. You might want to take a look at the ITU Standard for the National Numbering Plan for Germany and then create your Route Patterrns accordingly:
