We don't know what you are doing, what behavior you are expecting, what behavior you are observing.
All of it needs to be described as we know nothing about the issue you are facing - just "it doesn't work" which is not enough.
Also, debug messages captured from SPA122 during the test of <whatever you are testing> will help to analyze the issue.

I connect SPA122 to answer machine input, and answer machine output to phone, which is how I connected with the land line. Whenever there is incoming call, the phone works fine. However, the answer machine never starts if I do not pick up the phone. I set the ring wait time to 60 seconds, that exceeds whatever answer machine needs.
The answer machine works fine with the land line before I switched to the VIOP two weeks ago. Thus there should not be an issue on the answer machine.
I don't know what should I test with the SPA122.

Void. External line can neither order answering machine to start nor it can prevent it's start.
It's sovereign decision of answering machine to start or not to start.
Unfortunately, we know nothing about CASIO phonemate 3700 requirements. If you disclose the to us, we can try to find a SPA122 configuration more compatible with CASIO.
As a blind shot (it may not help) - you mentioned the CASIO works plugged into wall. You should configure options on regional tab of SPA122 to be as close as possible to the wall line specification. We know nothing about line loop specification you have, there are so many specifications around, so I can't be more specific.

Right now, I just connect SPA122 directly to the answer machine, and then from answer machine to phone. There is no external line involved.
I have no idea on the wall line specification. It is a standard phone line from Bell.
What do you need to find a SPA122 configuration more compatible with CASIO?

CASIO is connected to outer world.
It is the external line I mentioned. It's irrelevant the other end of such line is plugged on to wall socket or SPA122 socket.
It is a standard phone line from Bell.
So sorry, I'm living on other continent. We have no Bell company here. I don't know the Bell analog phone line specification. May be someone else will help you. Or ask Bell.

We need to know what condition will satisfy the CASIO wishes. Ring voltage, ring waveform, ring cadence ...
In short, for every option of Regional tab of SPA122 you need to consult CASIO product specification to discover what value needs to be configured.

Is that a Casio setting for the length of time you wish the answer machine to wait before it picks up the call?
Could it be that your calling voip system stops ringing (disconnects the call) before the Casio system times out the ringing? The VoIP system isn't necessarily the same timeout as your PSTN BT switch.
Have you tried reducing the Casio "ring wait time" to a lower value to see if it works with a lower value?
