It seems that CSCvj48340 bugfix broke DTLS rekeynig.If "anyconnect ssl rekey" feature is used, then Anyconnect will fallback from DTLS to TLS after attempting DTLS rekeying.
This bug seems to also affect SNMP. At least with Observium, the subinterfaces disappear, and even after removing and re-adding them, they are still gone. Any new BE subinterfaces that are added behave.. atleast until reboot.
