What does the minimum software version for DNA Centre Supported Devices refer to?
Is this the minimum version that all DNA-C functionality will be available from or the minimum version where a device can be discovered etc in DNA-C?
For example if the minimum IOS version for DNA-C is 16.2, can a switch running 15.1 be discovered and upgraded to minimum version during the on-boarding process?

Check the device matrix minimum version required :

Personally do not believe that works, you need to uplift different method
APIC-EM use to do this before - after merging with DNAC not sure is this still valid.

You can interpret it to mean, Cisco hasn't tested what will happen and if you run into issues, TAC may not help you troubleshoot them. The good news however, is that discovery and SWIM are not super complicated features, so it's worth testing on your own to see if you can get it to work. The only possible issue that popped into my head is that between 15.x and 16.x many platforms have some significant rommon changes, so you'll want to pay close attention that DNA is able to handle those correctly.
