You should be able to achieve that by using Essentials licensing (considering point-to-point IPSec tunnel).I would highly recommend to take a look at this Feature Matrix and refer to the "Cisco DNA for Routing perpetual features"section.
Something you need to be aware of as well is that you need to match the aggregated BW with the DNA licensing Tier.
