Could I use qemu-ing tool to convert cisco IOS bin file to qcow2/qcow? if not, is there a tool that I can use to covert the image?

Convert the Cisco IOS binary image to the vmdk format using a tool like qemu-img.

what is purpose ? you can try but image may not work in new virtual lab if such image is not supported; check docs for supported images for particular virtual lab environmental

The reason why I wanted to convert BIN file QCOW is to test out the code set for CAT9K which cisco doesn't offer virtual IOS image, that was one of the reason why we bought CML.
