Is it possible to integrate our umbrella environment with our Meraki MX devices without having to purchase secure connect?

You can integrate Umbrella with the Meraki MX and its group policies with the help of API key. Meraki Umbrella integration document 

Apart from this you can also add the firewall public IP in the Umbrella dashboard and apply policies to the sites in the Umbrella.
