Is there any way to determine  how long someone has been "Away" from Jabber/Presence?

Unfortunately this functionality itsn't currently available.

However you can change the timer on how long it takes to change to away. This is configured under, Options -> Status.

Seems to me this could / should be a built in function.  Is this is the process of being added to Jabber?

There is no such feature in Jabber, if you want to ask roadmap questions, those need to be posted in the partner forum, or directed to your SE/AM.
