Would like to explore on using use BiB (Built-in-Barge) and Silent Call Monitoring without UCCE/UCCX possibility. If this able to configure on the CUCM only. If yes, how to do about it. What will be the alternative to have this features without without UCCE/UCCX

Without any proper monitoring solution, all you can use is barge to conference you into the call if you have a shared line.

If you are open to 3rd party applications then you can checkout below application which provides Silent Monitoring capabilities for Cisco CUCM ( UCCX / UCCE is not requried )
