I see that i can disable chat globally. However, management would like to be able to roll out Jabber for everyone, but only enable chat for certain users. Is this possible?

Hi there
To my knowledge, till date I dont think you can disable chat per user basis. You can remove all the IMP functions from the UC service profile and make the user as just a softphone user with out any IMP features.

As Rath says, this is an all or nothing setting, either you disable it for everyone, or enable it for everyone.
If you go with phone only mode you lose some features.
The alternative could be to buy a 3rd party compliance system that provides an ethical wall to prevent chats from being delivered, not sure if the compliance system could reply with a message that they're not allowed to use chat or something similar. I do believe some of them can send a message (sorta warning/compliance) as soon as they start a chat that could tell them it won't work.

Under User Management / End User / <user> disable "Enable User for CM IM Presence...."
With that only this user will not have connectivity to IM&P.
