I have a new CUCM 10 IM/Presence 10 cluster stood up. I've been able to get Jabber installed on desktops and IM and Presence work great. I've been trying to get Jabber to run as a softphone though, and am having absolutely no luck.
I've Created the CSF devices and associated them with the correct user.
I've verified that I can download the CSF file via tftp.
When I watch the Jabber desktop in wireshark, it never even requests the CSF file from my CUCM server. What am I missing?

Make sure your IM&Presence server has the TFTPs configured. Select Application > Legacy Clients > Settings.
Is your CUCM server set with IPaddress or hostname? Go to CUCM > System > Server. If is hostname make sure your PC can resolve it, if not add the entry to the hosts file for testing.

Thank you! Adding the TFTP server in the Legacy Clients section worked.
I read that in the documentation, but just figured that Jabber isn't really a "legacy client" so it wouldn't apply. I was definitely wrong - thanks for pointing me in the right direction!
