CER unable to send email notification

Customer has CER System Version: 12.5.1.26900-28 integrated with CUCM system version: 12.5.1.17900-64.

After working for years CER system is unable to send email notification when any user call 911.

Last email sent June13th 2023, since them on three calls to 911 no one email has been sent from system

After updating CER debug levels and run a test call to 911 I got this from CER Server logs:

Customer confirmed that settings related to SMTP server on CER's  "Specify server group attributes" are OK.

I have tested connectivity from CER & SMTP server.

All CER services are running properly.

Have any of you seen similar behavior on CER system?

Do you know any possible root cause of this problem?

Looks like my CER instance is also having this porblem.
