Will the user 3rd party sip phone or cisco phones work or register with cucm12.5 on be7000 after expiry of 3 years flex nu enhanced license subscription?

Smart licensing need to renew authorization and registration with smart licensing, and there needs to be enough licenses:

The license authorization is renewed automatically every 30 days. The authorization status will expire after 90 days if it is not connected to Cisco Smart Software Manager or Cisco Smart Software Manager satellite.

Possible status are on slide 44, if you don't fix the licensing, eventually you'll get to the point where all MACD are blocked

Yes, the phones will continue to work and register with CUCM but as @Jaime Valencia mentioned you won't be able to perform any configuration changes in CUCM.
