does not work, not receive or receive calls later.

We have the same problem with messages. APN for calls works just fine. But we don't receive any messages. This worked before iOS 11. We have 11.5(1)SU5.

I'm having a similar intermittent issue and I was wondering if the solution to implement APNs is valid. In my understanding if the problem is really the new notification mechanism the problem would be always there.

Look at the date from your link, we're past June, and that was an extension from the original date of September 2017.

Right now you should be using APNS.
