I can't get the forum to display that image, however, I've seen that in the past myself but I don't recall where it comes from. Ideally the Jabber log file will provide some hint.
If Jabber won't open or operate at all, perhaps there is a reachability issue between it and the IM&Presence service. That's my best blind guess.
