cisco unity subscriber problem

I have 9 cucm and 2 cuc in our system .1 publisher call manager;2 tftp server ;3 call proses server and 3 media resource and 2 ciso unity.but the second ujnity coulnd't work subscriber.

Hello,
First I would get the licensing in order, then proceed to do what it is telling you. Go to CUC Serviceability, Tools > Cluster Management and review the status of the cluster. Are both nodes reachable from each other. Has the cluster ever been up with both nodes running?

If you are not comfortable working in the CUC CLI, I highly suggest opening a TAC case.
