Download and Using Visio Stencils

Whenever attempting to use the stencils that I have downloaded from Cisco website, I get the following error message:

"You are attempting to open a file type (Visio 2003-2010 Binary Drawing, Template and Stencils) that have been blocked by your file block settings in the Trust Center."  Is this because I am attempting this with a system running Win 11.  

If the issue is conflict with application versions, what is the resolution (current or forthcoming)?

new visio versions are blocking old visio templates by default. you can enable old templates to use by editing file settings. check below link.

Thank you kindly, the first option appear to the blocked by my administration and I working on confirmation prior to moving forward.  Once I get an answer, I will continue with the option 1 or move on to the other options (if possible).
