I am not able to assign colleague as a moderator

I would like to ask why I am not able to assign my colleague as a operator within created space by me.

To assign someone else as a moderator, only a moderator can do it. Are you a moderator for that space? If not, i would suggest that you "Lock" the room to assume moderator privileges. If you still dont have the ability to make others a moderator, i would check if the user has Spark basic messaging license.

Where can I find "Spark basic messaging license" ?

What type of license should I have to have for assigning other participants as a moderator?

This is something that your org administrator would have to do.
