How SVR Host is selected in External SRV record

We have 3 Expressway E deployed in 3 geographical location. I am curious on how the SVR host is selected.

How is the selection happens from the beginning. 

Eg: Suppose we have Express 1 2 and 3 with UCM 1, UCM 2 and UCM 3 respectively. And say  Jabber 1 profile is having home cluster configured in  UCM 2. how the things works
