I am running Jabber 10.6.4 on a home computer installed with windows 8.1. Before launching Jabber I connect to my work network using the Cisco AnyConnect VPN client. Once connected to the corporate network if I try to search for new users using the Jabber search or call field. As I start to type only exiting contacts will show up. I am not able to find anyone new.
If I use my work laptop and VPN to the corporate network the search feature in Jabber on my laptop works.
In my searches I have not found anything that states the computer has to be a domain computer or Jabber is not compatible with Windows 8.1.
If I run a wireshark capture on my VPN adapter during login to the jabber client on my personal computer I see
572 14.555135000 10.248.161.237 10.8.116.28 HTTP 147 GET /CUPC/AppDialRules.xml HTTP/1.1
10.248.161.23 is my personal computer
10.8.116.28 is my CUCM 10.5 tftp server
I also see lots of NBNS Name Querys between my personal computer and one of the domain controllers. I think I have what I need to troubleshoot this in the packet capture if I only knew what to look for.

Jabber by default uses EDI for directory for Windows clients.
EDI uses native Microsoft Windows APIs to retrieve contact data from the directory service. If your computer is not domain attached
Cisco Jabber for Windows retrieves the fully qualified DNS domain from the USERDNSDOMAIN environment variable on the client workstation.
After the client gets the DNS domain, it can locate the Domain Name Server and retrieve SRV records.
If you are not attached to the domain you will need to make sure your UC service profile has an EDI directory defined that will point to your GC's and the correct search space etc.
