I'm looking for a way to purge off boarded employees from the Jabber Directory without deleting the AD user object. Disabled user accounts show as an offline directory listing until the user account is completely removed from AD. Is this a normal behavior?

I'm not sure if this helps, but you can configure the XML to filter the directory, but then you would need to move the user under another OU, but simply disabling will probably still not work.

Yes it is normal behaviour, Jabber for windows, uses the machines OS to search AD (horugh EDI API) (assuming the machine is part of the domain). This is why you still see disabled accounts. the only way to go around this is to stick a filter in after you put them in a different OU.
