Multiple Cluster CER

I have been looking through the design guides, and I can't find the answer to what seems like should be a simple question. I am doing my first multiple cluster CER deployment, and it appears that only the database master should have an actual "911" route point that is registered with call manager, and all the other clusters (this is a multiple CUCM cluster deployment as well) should point over the inter-cluster trunk to that single "911" route point. Is that correct? If a call goes to the local CER "911" route point, it is not using the configuration and ERL information that is stored in the CER database master.

Did you ever find a solution to this problem?  I'm facing the same issue and don't understand how the routing works between CER groups/CUCM clusters.

I did find a solution, but it isn't something that fits on the back of a napkin. I am considering writing a long article about it. I will add a note in this forum when I have that complete.

If you have time to provide a quick summary of what you had to do that would be very much appreciated.
