Permanently muting participants in conference presentation

If I am hosting a WebEx, is there a way to mute all participants at all times? I noticed mute on entry works, but participants can still unmute themselves and interfere with the presenter.

Basically, if you are using Meeting Center, then participants will always have the ability to unmute themselves.  If you are using Event Center or Training Center, a participant will not be able to unmute from 'mute upon entry' or if a host mutes them.
