SCCP ACTIVE_IN_PROGRESS - Cause Code: TCP_CONN_ERROR

Hello,

I need to configure Media Resources on a 2811 router to register with Call Manager.
I have the configuration of "voice-card", "sccp", "sccp ccm group" and "dspfarm profile" for conference, transcode and mtp.

 

However, when executing the "show sccp" command, it returns with the following error:

Priority: N/A, Version: 6.0, Identifier: 1
Trustpoint: N/A
Conferencing Oper State: ACTIVE_IN_PROGRESS - Cause Code: TCP_CONN_ERROR
Active Call Manager: NONE
TCP Link Status: CONNECT_PENDING, Profile Identifier: 1

Could someone explain to me what the last two lines mean? I looked for similar cases in the community but what I found did not solve the problem.
I found suggestions to change the IP Precedence of SCCP and to change the version of SCCP to a newer one and none of them resolved.

There is another line which I haven't found an explanation:
002462: Feb 26 2020 09:28:20.536 BR: sccp_oper_state_bring_up: Not able to create MP Auto-Config process

Is the IP Voice Media Streaming App Service running on the CUCMs that the resource is trying to register to?

If that isn't the issue, please provide resource-related parts of your config. (voice-card, dspfarm profile, the sccp commands pointing to the CUCM servers, and the sccp ccm group) And also a screen-shot of the resource as configured in CUCM.

The issue indicates a mismatch of parameters.
