"Users assigned to the subscriber nodes are unable to log in if High availability is enabled on the cluster. When HA is Enabled, users can log on to both Primary and Secondary servers."
The first and second sentences are contradicting. Does the issue occur only when the failover occurs? Could you explain a bit more on the exact symptoms/conditions when the issue occur?
Also, could you double check if all the required services are running in all the nodes? Also in the cluster topology page, please check the health status of the nodes and confirm if all servers are in Green.
