I have implemented successfully greeting using unity connection. after the greeting played, the action i selected is to hang up the call. It worked successfully for internal calls. but when the call was received from external/PSTN, instead of hanging up the calls, we are receiving the message from the service provider as "call is put on hold by the other party".
What should I do in this case?

What PSTN connectivity you have ? PRI or SIP ?

It's PRI. Gateway configuration is H323. CUCM CUC Integration is SIP trunk.

TAC checked the issue. CUCM and CUC sending BYE signal. But concluded that its either from service provider side or Voice gateway. so in this case im suspecting it will be because of voice gateway.. what may be the reason in voice gateway in this case.
