If you are deploying Jabber in IM-Only Mode (connected to an IMP server, but does not have a CSF device in CUCM), then you can have Jabber place calls via a hard-phone for click-dial.
The hardware phone would need to be associated to the end-user account in CUCM and a Primary Extension selected. In the Jabber client, select "Use my phone to place calls" (it says something similar to that, anyway).
