OAuth2 connection between Cisco WebEx and ServiceNow

[Unified Communications MOA]

We are having difficulty setting up the API between ServiceNow and WebEx.
OAuth2 is requiring the admin user ID and password for the second authentication.
Ideally we would like OAuth token created that does not require SSO back to Okta for DevNet.

Is this possible?
