Is there a report in cuic that shows the history of skills used by agents?

You're likely going to need to do the dumpcfg to see what agents ahd/when it changed/etc. Unfortunately, there's no easily readable report that I'm aware of that gives you what you want as far as an audit trail.https://www.cisco.com/c/en/us/support/docs/voice-unified-communications/icm-logger/69985-dumpcfg-icmconfig.html
