CCE Web Setup error cannot display the webpage

I ran into another issue wile rebuilding AW server. I installed SQL and ICM using administrative domain account.

Per instructions next step would be to access https://localhost/setup which I cannot.

I have read previous cisco forums, I made sure Tomcat is running. I installed ICM using Admin Domain account. I made sure the Local Groups are updated with domain account. I copied whatever settings I could think of from other working server.

I am able to access other server's Setup url but not the new one.

I suspect I am missing something small and possibly to easy for someone to spot who may have had experience with it.

I read others had to re-install ICM again but I hope to avoid this step.

I am not sure if it is related but on the new server my IIS is missing aspnet_client, install and prod_scriptmon

Do I need to install it separately or it will be added during Configuration?

Found it, I had to generate self-signed  certificate thru IIS as shown here

I was able to open the Web Setup url.
