CUIC server goes in Read Only mode after system power crash

Our legacy CUIC 10.0.1 Publisher crashed after abruptly losing power. After it came back the CUIC reports are not accessible.Has anyone have experience with such crashes and know if I can just reboot the server? I don't think I have the Recovery Disk...
