Change language depending on from where the caller is calling

Hello,

We have IPCC 4.0 Enhanced installed and i would want to do the following: Depending on from where the caller is calling i want the welcome prompt to be in spanish or english, if it is a local phone call i want it to be in spanish, and if its an international phone call i want the welcome prompt to be in english.

In the older version of ipcc there were different kinds of java steps, but in this new version there is no java.
