Maybe it's error in documentation? For example if customer want install latest version PCCE 11.0.2 and have XenApp 7.5.6 it must make downgrade because according to compatibility matrix PCCE 11 support only XenApp 7.5 .
Ideally if it is supported by UCCE then it should be supported by PCCE. both are just different deployments with the same code base. i suspect it is doc defect in PCCE.
